Will graphics tweaks fix Moon's loading page?

First check that the destination reaches a game rather than a redirect or unavailable page. Graphics settings only help after a client is running. The Black Ops 1 Zombies selector also lists Moon; if you use that route, wait for its own map download before comparing performance.

What browser checks should I try for Moon?

Keep the game tab visible and pause other games or video. If Chrome Energy Saver is active, compare with it off while plugged in; restore it if there is no benefit. Change one thing at a time and repeat the same scene. Export any available save backup before clearing site data or switching browser profiles.
